The ResourceFULL Collective is a collaboration of feminist organisations working to drive gender equality and unlock funding for regional feminist movements across the Pacific and Asia.
Our shared goal is to ensure that more resources reach the people already shaping a gender-just future. The relationships are built, the expertise is proven, and the results are real.
We believe in strengthening feminist movements as a whole.
Rather than supporting projects in isolation, we work to connect and strengthen a broader ecosystem of leaders, changemakers and advocates. By bringing together diverse actors and harnessing complementary strengths, the ResourceFULL Collective strengthens collective action, deepens collaboration, and ensures resources contribute to long-term, systemic impact.
This ecosystem approach ensures we are building a more resilient, coordinated, and effective movement for long-term transformation.
The ResourceFULL Collective is a partnership between three feminist organisations – the International Women’s Development Agency, the Pacific Feminist Fund, and Urgent Action Fund - Asia & Pacific.
Each organisation brings unique value to the Collective and together we reach all parts of the feminist ecosystem across the Pacific and Asia, from remote islands where no other funders are present to diverse urban centres. We operate across different scales and timelines - whether providing rapid response grants in the aftermath of a climate disaster or supporting multi-year projects and nurturing partnerships over decades.
We work with a diversity of feminist movement actors - from grassroots organisations driving change in their community, to regional coalitions influencing global policy, to Women Human Rights Defenders fighting for justice.
The ResourceFULL Collective brings together deep regional expertise, longstanding relationships, and trusted networks, acting as a bridge between regional feminist movements and philanthropy.
In 2024, we launched the ResourceFULL Collective to ensure the people closest to the challenges and the solutions have the resources they need to drive lasting change.
We work with a range of partners to champion flexible and sustainable investment that supports feminist movements across the Pacific and Asia to lead, grow, and drive transformative change.
At a critical moment for gender equality, our work focuses on generating evidence, fostering collaboration, and driving advocacy - ultimately to mobilise and distribute funding that enables long-term, systemic change.
We have developed principles of gender-transformative giving in Australian philanthropy and published research on the power and purpose of Pacific feminist movements.

The ResourceFULL Collective generates evidence, drives collaboration, and mobilises resources. As a bridge between philanthropy and feminist movements, we work with a range of partners to grow and diversify funding for feminist movements, ensuring it reaches the people and initiatives creating real impact across the Pacific and Asia.
Together, the three organisations that make up the ResourceFULL Collective move approximately AUD $11.1 M / USD $7.3 M to feminist organisations, advocates, and movements in the Pacific and Asia each year.
Based across different locations in the region, each partner brings unique networks, relationships, and priority areas. We came together to harness these complementary strengths, recognising that collectively we reach all parts of the feminist ecosystem – across geographies, timelines, and diverse actors.
With a strong track record of channelling funding to feminist movements across the Pacific and Asia, we are positioned to receive and redistribute high levels of funding. We operate through a shared pool model, rather than a pooled fund. This means any member of the Collective can receive and redistribute resources on behalf of the partnership and in alignment with donor priorities. By working in this way, we avoid additional management, duplication, and overhead costs associated with pooled funds.
Although we formally established the ResourceFULL Collective in 2024, our organisations have a deep history of collaboration, with some of our partnerships spanning more than two decades. Our Collective is underpinned by trust. It shapes how we collaborate, and enables agile funding, stronger partnerships, and support that is responsive to priorities of feminist movements across the Pacific and Asia.
The ResourceFULL Collective supports a diverse range of feminist movement actors – from grassroots organisations to regional networks – working to advance gender equality and transformative change in the Pacific and Asia.
We are guided by the priorities of regional feminist movements. We take action through resource mobilisation, research, advocacy and partnerships to address the issues that matter most – from tackling some of the highest rates of gender-based violence in the world to supporting communities on the frontlines of the climate crisis.
We believe in strengthening feminist movements as a whole. The ResourceFULL Collective reaches all parts of the feminist ecosystem – across geographies from rural islands to urban centres, spanning rapid-response support to multi-year projects, and working alongside a diverse range of feminist movement actors. This ecosystem approach strengthens collective action, deepens collaboration, and ensures resources contribute to long-term, systemic impact.
By putting money directly in the hands of leaders and changemakers, together we are building thriving feminist futures in the Pacific and Asia.
Feminist movements are among the most powerful forces for gender equality and transformative change. Every day, they strengthen gender equality and climate resilience, shift harmful social norms, support communities through crises, and influence laws and policies that shape people’s lives.
Globally, feminist movements are also drastically underfunded. In the Pacific, the picture is even more stark. Pacific feminist movements have spent decades organising for climate justice, peace, and women’s rights while receiving less than one percent of bilaterial aid funding.
Despite this lack of funding, regional feminist movements continue to have an outsized impact – driving gender equality and transformative change that will last lifetimes. The scale of change would be even greater if these movements were fully and sustainably funded.
The Pacific has some of the highest rates of gender inequality in the world. Pacific feminists are driving transformative change, despite being chronically underfunded, receiving less than one percent of global bilateral aid.
Gender-based violence is particularly prevalent in this region, compared to the rest of the world, impacting two in three Pacific women.
At the same time, the Pacific region also has some of the lowest rates of women’s political representation globally. On average, women make up less than nine percent of national parliaments.
The Pacific is on the frontlines of the climate crisis, with the gendered impacts of climate change set to worsen. But women are key agents of change and hold important knowledge to respond, adapt, and rebuild.
While feminist movements across the Pacific are driving bold and ambitious action on gender equality, they are constrained by limited resources.
In the Pacific, less than 0.2 percent of all aid to the region went to Pacific women’s organisations in 2017, falling well below the global averages.
In the world’s consciousness, the Pacific is often dismissed as small and unimportant. In reality, the Pacific represents the biggest sea of islands in the world, with a multitude of deeply rooted cultures and identities.
Pacific feminist movements are leading transformative work at the intersection of gender equality and climate justice that will be felt for generations – often with limited resources, but with deep local knowledge and impact.
For example, in Fiji, they are strengthening climate resilience, supporting women to grow food for their families and communities, advancing climate-smart solutions grounded in local knowledge, and building financial independence. In Marshall Islands, feminist movement actors are facilitating peace dialogues around land-use conflicts linked to climate-driven migration. In Solomon Islands, they ae tirelessly campaigning for greater representation of women in political leadership.
This is just a snapshot of the ways regional feminists are driving transformative change to build more just, equitable, and resilient futures for all, which we explore in our report ‘Change Calls Us to the Frontlines of Oceania: Gender, Climate Resilience, and Pacific Leadership’.
We invite philanthropy to answer the call from the Pacific frontlines – join us in securing AUD 48 million for feminist movements across 24 countries in the Pacific. Together we can move beyond funding single projects to transforming the structures that hold inequality in place.
